This is where the president comes to welcome the tributes to the capitol after their chariot ride. The current president makes the opening speech and tells Panem a little more info on the hunger games before the tributes are taken to the trainning center. This is also where he makes other important annoucments to the Capitol residents. The balcony also includes a fountain, comfortable chairs, tables, and a podium where the president does his speeches.
